Promotion of Access to Information Act, 2 of 2000 — Section 51 Manual
This manual is published in accordance with Section 51 of the
Promotion of Access to Information Act (PAIA), 2 of 2000,
as amended by the Protection of Personal Information Act, 4 of 2013.
1. Overview
This manual provides information on how to request access to records held by Shap ZA
(Pty) Ltd,
in accordance with PAIA. The manual is available free of charge on our website and at
our
registered office.

3. Applicable Legislation
Shap ZA processes information in accordance with the following legislation:
- Promotion of Access to Information Act, 2 of 2000 (PAIA)

- Consumer Protection Act, 68 of 2008 (CPA)

4. Categories of Records
The following categories of records are held by Shap ZA:

4.2 Client and Passenger Records
- Account registration data
- Trip history and transaction records
- Bid proposals and acceptance records

4.3 KidSafe Records
- Enrollment forms and parental consents
- Child profile data (name, DOB, school, medical)
- PIN verification records (hashed)
- Emergency contact information
4.4 SeniorAssist Records
- Enrollment forms and consents
- Medical information and medication records
- Mobility and accessibility requirements
- Family / enroller contact information
4.5 Driver Records
- Driver profiles and PDP documentation
- NCPR vetting results
- Vehicle registration and roadworthy certificates
- Trip and earnings history
4.6 Personnel Records

5. Request Procedure
Requests for access to records must be made in writing using the prescribed PAIA Form C
and submitted to the Information Officer. The procedure is as follows:
- Complete PAIA Form C (available on request).
- Provide sufficient detail to identify the record requested.
- Indicate the form of access required (copy, inspection, or transcription).
- Submit the request to the Information Officer via email or registered post.
- The Information Officer will respond within 30 days (extendable by
a further 30 days under certain circumstances).
- Access may be granted, refused, or deferred in accordance with PAIA grounds for
refusal
(Sections 62–78).
6. Fees
Requests for access may be subject to the prescribed fees as published in the
PAIA Regulations (GN R187 in GG 41611 of 2 May 2018):
- Request fee: R50.00 (payable on submission).
- Access fee: R1.10 per page (photocopying) or R5.00 per A4 page
(printout).
- Reproduction fee for audio/visual: actual cost.
- Search and preparation: R30.00 per hour (capped at 8 hours).
7. Refusal of Access
Access to records may be refused on the grounds set out in PAIA, including:
mandatory protection of privacy of third parties (Section 63),
commercial information (Section 64), confidential information (Section 65),
safety and security (Section 66), and legally privileged information (Section 67).
8. Remedies
If a request for access is refused, the requester may lodge an internal appeal with the
Information Officer within 30 days of the refusal, or apply to the Information Regulator
for mediation. Alternatively, the requester may approach the High Court for judicial
review.
